Why employ a professional, qualified, experienced bookkeeper?

The Australian Taxation Office now has penalties of up to $22,000 for unqualified bookkeepers who perform and charge for BAS related work. Their work must be reviewed by a tax accountant. Doesn't that sound like money on top of money?
